Ballyduff Upper Community Council though its volunteer corps applied to Waterford Leader Partnership for funding to develop the Carnegie Free Liabrary in Ballyduff Upper. The building has been developed into a social centre for elderly citizens, youth groups and for mother and todlers groups. There is full disabled access and also houses the community defibrillator.
