Waterford Leader Partnership Ltd. provides this service under contract to the Department of Community, Rural and Gaeltacht Affairs.

RSS is targeted to farmers and fishermen who are currently in receipt of long-term social welfare payments. Currently there are 51 eligible farmers, with WLP having a quota of 13 places.

In effect it is a Community Employment Scheme to provide services of benefit to rural communities by harnessing the skills and talents available among low-income farmers and fishermen. The sort of work they are carrying out varies from environmental maintenance work (maintenance and caretaking of community and sporting facilities), to community after-schools groups and community pre-schooling groups (farmers wives can also participate). WLP wants to increase participation on this scheme quite dramatically over the coming 12 months.
